The court emphasized the need for HAL to issue a preliminary notification to consider objections from affected parties before finalizing the contract. This decision came after contract workers challenged the legality of the contract, arguing it violated several constitutional provisions and labor laws. The court held that the workers must be given an opportunity to be heard, adhering to principles of natural justice. The revised contract must comply with the Contract Labour (Regulation & Abolition) Act, 1970, and other relevant laws to protect the interests of contract laborers.
