The Directorate of Enforcement (ED) conducted extensive search operations at 15 locations across nine states and Delhi, including seven private medical colleges, in connection with alleged large-scale corruption in the inspection and approval process of the National Medical Commission (NMC). The searches stemmed from a CBI FIR alleging that confidential inspection information was illegally leaked to private medical colleges, enabling manipulation of assessment parameters, bribery of assessors, use of ghost faculty, and creation of fictitious patient records to fraudulently secure academic approvals.
• ED initiated investigation based on an FIR filed by AC-III, CBI, New Delhi under various provisions of the Bharatiya Nyaya Sanhita (BNS), 2023 and the Prevention of Corruption Act, 1988.
• The FIR alleged that representatives of multiple private medical colleges, along with certain public officials associated with the Ministry of Health & Family Welfare (MoHFW) and the National Medical Commission (NMC), unlawfully accessed and leaked confidential inspection-related data.
• This information was allegedly passed to key managerial personnel of private medical colleges and middlemen, enabling them to manipulate compliance parameters before inspections.
• Individuals acting as intermediaries facilitated these illegal disclosures and orchestrated fraudulent activities including:
– bribing NMC assessors;
– presenting ghost faculty (non-existent/proxy teaching staff);
– using fictitious or proxy patients to project compliance;
– fabricating documents to secure favourable inspection and approval reports.
• Searches were carried out at 15 premises across:
Andhra Pradesh, Telangana, Maharashtra, Madhya Pradesh, Chhattisgarh, Gujarat, Bihar, Uttar Pradesh, and NCT of Delhi.
• The action included raids at seven private medical colleges, namely:
- Shri Rawatpura Sarkar Institute of Medical Sciences & Research (SRIMSR), Raipur
- Index Medical College, Indore
- Gayatri Medical College, Visakhapatnam
- Father Colombo Institute of Medical Sciences, Warangal
- Swaminarayan Institute of Medical Sciences & Research (SIMSR), Kallol
- National Capital Region Institute of Medical Sciences, Meerut
- Shyamlal Chandrashekhar Medical College, Khagaria
• Mobile phones, digital devices, hard drives, and server-stored data were seized as evidence.
• Preliminary analysis confirms the presence of communication patterns, documentation, and digital trails suggesting coordinated manipulation of inspection procedures.
• The evidence relates to alleged corruption in obtaining NMC approvals for establishing or continuing medical courses by presenting fabricated compliance.
• The seized materials are under forensic and financial scrutiny.
• The ED is continuing investigation to trace proceeds of crime, identify beneficiaries, and determine the role of public officials and intermediaries involved.
