(UHBVN) case: the Punjab & Haryana High Court held that the Haryana Energy Minister, acting as Chairman of the District Grievance Committee (DGC), lacked authority to direct suspension of a UHBVN officer. The judgement emphasised that under the service rules for the corporation (exercising powers under Article 309), only the corporation’s Managing Director is authorised to initiate such disciplinary action.
