India is hosting the 12th Steering Committee Meeting of the Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network) in New Delhi from 23 to 25 March 2026, bringing together representatives from fifteen member nations to deliberate on strategic priorities and operational frameworks for international cooperation. The meeting is attended by senior officials from the Central Bureau of Investigation (CBI), Directorate of Enforcement (ED), and representatives of the GlobE Secretariat under the United Nations Office on Drugs and Crime (UNODC), along with delegates from member countries. The GlobE Network, established under the Riyadh Initiative during Saudi Arabia’s G20 Presidency, operates within the framework of the United Nations Convention Against Corruption (UNCAC) and facilitates direct, practitioner-level cooperation among enforcement agencies.
India, which joined the network in 2022 and was elected to the Steering Committee in 2024, is represented by the CBI and ED. The network currently comprises 135 member countries and over 250 enforcement authorities, along with multiple international observers including Europol and the World Bank. During the opening session, the ED highlighted its role in asset recovery under anti-money laundering laws, noting restitution of approximately USD 5.6 billion, including in corruption-related cases. The CBI emphasized the growing transnational and technology-driven nature of corruption and stressed the importance of real-time information exchange through platforms such as the GlobE Secure Communication System.
The agenda for the three-day meeting includes review of guiding principles, model cooperation frameworks, operational tools, and mechanisms to enhance informal cooperation among enforcement agencies. The GlobE Network reflects a shift toward faster and more flexible cross-border cooperation, supplementing traditional mutual legal assistance mechanisms under UNCAC.
India’s active participation and hosting of the Steering Committee underscore its increasing role in global anti-corruption enforcement, particularly in asset tracing and recovery. The emphasis on direct agency-level coordination and real-time intelligence sharing indicates evolving enforcement strategies to address complex, multi-jurisdictional corruption and financial crime cases.
The deliberations also highlight the growing institutionalisation of informal cooperation frameworks, which play a critical role in bridging procedural gaps in international investigations and asset recovery efforts.
