The International Road Federation urged the GST Council and Ministry of Finance to reduce helmet tax from 18% to nil to promote safety gear usage. Citing a Bosch Report, it highlighted India's 12% share in global road accident deaths, causing an economic loss of $15.71-38.81 billion. \r
IRF emphasized that two-wheeler riders, constituting 31.4% of road accident deaths, mainly suffer head injuries. President Emeritus K K Kapila noted low helmet usage due to affordability issues, especially among economically weaker groups. \r
Currently taxed at 18%, IRF proposed zero GST on helmets to ensure affordability and discourage substandard purchases, aligning with Section 129 of the Central Motor Vehicle Act, 1988.
