The International Road Federation (IRF) has urged the GST Council and Ministry of Finance to reduce tax on helmets from 18% to nil to encourage their use. \r
IRF highlighted that two-wheeler riders, the most vulnerable in road accidents, face high fatalities primarily due to head injuries. Reducing GST on helmets would make them more affordable, especially for economically weaker groups who often buy cheaper, inferior helmets. \r
Citing a Bosch Report, IRF noted that India accounts for 12% of global road accident deaths, causing an economic loss of USD 15.71-38.81 billion. Helmet use is mandated under Section 129 of the Central Motor Vehicle Act, 1988.
