The Jammu & Kashmir and Ladakh High Court, observing systemic failures by the civic authorities, flagged widespread unauthorised conversion of residential properties to commercial use in Srinagar’s Balgarden area. The Court directed the Chief Secretary to constitute a high-powered committee (headed by SMC Commissioner) to fix responsibility of officials who permitted violations. It also demanded a detailed, time-bound action plan from the municipal corporation to enforce zoning norms, stop illegal commercial use, relieve infrastructure burden, and ensure compliance with Master Plan / municipal laws.
