The Supreme Court clarified that witnesses turning hostile in departmental proceedings under the Prevention of Corruption Act cannot be a basis to seek discharge in a criminal trial. Departmental inquiries and criminal trials have different standards of proof, and hostility does not negate the prosecution's case. The Court reaffirmed that corruption trials must proceed on merits with independent evaluation of evidence.
