The Supreme Court issued pan-India directions to safeguard the rights of prisoners with disabilities, mandating States and Union Territories to report on the availability of assistive devices and accessibility infrastructure in prisons. The Court emphasised that prisoners with disabilities are entitled to dignity, humane treatment, and reasonable accommodation under constitutional and statutory frameworks. It directed authorities to ensure supply of wheelchairs, hearing and visual aids, accessible sanitation facilities, and appropriate medical and custodial care. The judgment recognised systemic neglect faced by disabled inmates and imposed a positive obligation on the State to improve infrastructure, staff training, and monitoring mechanisms. This ruling aims to transform prison administration practices, strengthen human rights compliance, and align custodial facilities with accessibility standards and constitutional values.
