Background:
The Enforcement Directorate (ED), Raipur Zonal Office, has issued a Provisional Attachment Order (PAO) dated January 10, 2026, under the Prevention of Money Laundering Act, 2002 (PMLA), attaching movable and immovable properties valued at approximately Rs. 21.45 crore in connection with the ongoing money-laundering investigation into the Mahadev Online Book (MOB) illegal betting network. The attached assets include movable property worth about Rs.98.55 lakh and 27 immovable properties — residential houses, commercial shops, agricultural land, and luxury apartments located in India and Dubai with a combined value of roughly Rs.20.46 crore.
The order targets assets linked to multiple key individuals associated with the alleged betting syndicate. This includes a Dubai property (Atria Ra) valued at around Rs. 6.75 crore connected to absconding promoter Ravi Uppal, and various properties in Bhilai , Durg, Jaipur, New Delhi, Rajasthan and Raipur tied to associates such as Rajat Kumar Singh, Saurabh Ahuja, Vishal Ramani, Vinay Kumar, Honey Singh, Lucky Goyal and Raja Gupta.
Ongoing Investigation and Syndicate Structure
The ED’s investigation, initiated on the basis of multiple FIRs registered by police forces in Chhattisgarh, Andhra Pradesh, and West Bengal, has exposed a complex illegal betting syndicate. The Mahadev platform operated through a franchise model of “panels/branches” managed by local associates, while principal promoters reportedly directed operations from Dubai. Proceeds of crime were allegedly generated via betting domains such as Tiger Exchange, Gold365 and Laser247, and then layered through thousands of dummy or mule bank accounts using unsuspecting individuals’ KYC details.
As part of the extended inquiry, ED has conducted searches at more than 175 premises and, cumulatively, movable and immovable assets worth approximately Rs. 2,621 crore have been seized, frozen or attached. Thirteen individuals have been arrested, and 74 entities have been designated as accused in five prosecution complaints filed so far, as the probe continues.
