Background
Proceeds Linked To ‘Ansal Hub-83’ Project Provisionally Frozen Under PMLA. The Gurugram Zonal Office of the Directorate of Enforcement has provisionally attached immovable properties valued at approximately ₹82 crore under the Prevention of Money Laundering Act, 2002, in connection with an alleged large-scale real estate fraud involving the commercial project “Ansal Hub-83” in Sector-83, Gurugram. The project, spread over nearly 2.47 acres, comprises 147 commercial shops, 137 office spaces and two restaurant units. The ED action follows an FIR registered by Haryana Police in June 2023 for offences including criminal conspiracy, breach of trust and cheating against promoters and senior officials of Ansal Housing Limited and its associated entities, based on complaints by the Hub-83 Allottee Welfare Association representing over a thousand investors.
Funds Collected Despite Expired Licence, Probe Finds
According to the ED, commercial units were sold even before obtaining valid statutory approvals, and collections continued until September 2023 despite the project licence expiring in December 2015. Several investors had also approached the Haryana Real Estate Regulatory Authority alleging delays, illegal fund collection and non-completion of the project.
The agency found that although buyers were promised timely possession and premium facilities, no occupation certificate has been issued even after nearly 15 years. Funds collected between 2011 and 2023 were allegedly diverted for purposes unrelated to project completion and for personal gain.
To prevent dissipation of assets and safeguard potential confiscation proceedings, the project land along with existing construction has been attached. The ED stated that further investigation is underway to trace the money trail and identify additional beneficiaries.
